Problem:
(1) Sometimes the system hangs up at POST during warm booting.
(2) After closing all tasks, the system becomes slow. 

Reason:
(1) Side effects of Max1617 workaround.

Solution:

(1) Remove the code that sets Max1617 register 0Ah (conversion rate) to be 07h.
(2) Remove the code that process local temperature when thermal events occur.
If local temperature > remote temperature, do nothing.
