Problem:
1. System hangs up with heavy loading test
Reason:
1. Break event at throttle high must be enabled
Action:
1. Set M1533 index 57h[1]=0b to enable break event at throttle high
Notes:
1. Support C0 stepping CPU
2. The path of hotkey Fn+F5 is wrong in WinME.
3. Assign the resource of OBLAN after OBAUDIO
4. Initial M1621 index 61h[0]=1b to prevent system from hanging up with new AGP driver
5. System reboot immediately after entering S4 bar finish when open LID during 
6. Thermal spec changed
(a) When system enter S4/S5, turn on the fan to fast speed
(b) H/W throttle duty change from 75% to 12.5% (lowest speed)
(c) Add 10c higher than critical temp to clear thermal event and make cpu to full speed shutdown
(d) Arrange thermal sensor temp to 5c~critical+5c to enable H/W throttle before system enter S4/S5
(e) Use "force CPU to be low speed" to replace S/W throttling.
7.Don't support C2 and C3 in ACPI mode
